
Manifesting Sightings
Several reasons for UFO sightings came up in the previous sections. UFOs were described as “hyperdimensional” in nature, having their origin in a higher spatial dimension (or hyperspace), a realm which is normally invisible to us.1 To enter the world of our perception, they must cross through a perceptual and dimensional boundary, similarly to how the 3D sphere-being interacts with 2D square-beings in Edwin Abbott Abbott’s Flatland.
This crossing of boundaries may be intentional, through the creation of a “trans-density” portal, for purposes of monitoring, reconnaissance and testing. Or it may be the result of natural electromagnetic phenomena which cause a higher density to “bleed through” into our own (such as in window areas). Sightings have also been described as responses to certain metaphysical activities, such as hypnotic regression and channeling – both of which may open windows and prompt intentional monitoring – and as a result of “network enhancement of perception.”
A “consciousness connection” must also be considered. Already in the late 1940s and early 1950s, Meade Layne’s Borderland Sciences Research Associates were discussing the parapsychological aspects of the phenomenon. John Keel would later write approvingly of Layne in Operation Trojan Horse: “By 1950, he was issuing privately published books explaining and defining the paraphysical nature of the objects and the parapsychological elements of the contactee syndrome.”
In 1950, Canadian government scientist Wilbert Smith wrote a Top Secret memo in which he stated what he had learned from U.S. contacts (quoted in Grant Cameron’s The Canadian Government UFO Story):
The matter is the most highly classified subject in the United States Government, rating higher even than the H-bomb.
Flying saucers exist.
Their modus operandi is unknown but concentrated effort is being made by a small group headed by Doctor Vannevar Bush.
The entire matter is considered by the United States authorities to be of tremendous significance.
[…] the United States authorities are investigating along quite a number of lines, which might possibly be related to the saucers such as mental phenomena […]
Dr. Eric A. Walker held many top positions in the national security state, e.g. working for aerospace contractor TRW and as Executive Secretary of the Military’s Research & Development Board. In 1987, UFO researcher William Steinman managed to get in touch with him after being told by another scientist that Walker had attended some meetings at Wright-Patterson AFB regarding UFOs. Walker confirmed this, among other things, to Steinman. Another researcher, Dr. Henry Azadehdel, also spoke with Walker in 1990, when this curious exchange occurred (quoted in vol. 2 of Dolan’s UFOs and the National Security State):
A: Are you a member of that [elite UFO] group?
W: I cannot answer that. How good is your seventh [sic] sense? How much [do] you know about ESP? […] Unless you know about it, and know how to use it, you would not be taken in. Only a few know about it.
When asked about UFO propulsion after a lecture at UCLA in 1993, the former Chairman of Lockheed Skunk Works Ben Rich told the then head of MUFON, Jan Harzan, “What do you know about ESP?” Harzan replied, “All things in time and space are connected?”, to which Rich responded, “That’s how it works.”
In Lt. Col. Philip J. Corso’s manuscript, Dawn of a New Age, he wrote:
We could transmit sound with an electric current and through a fiber optic, why not [a] brain wave. In 1960-61 we started laser experiments with this in mind since EBEs [extraterrestrial biological entities] had such a beam. They also had a head band which could intensify brain wave possibly for mental telepathy.
When finally published as The Day after Roswell (1997), the authors added the suggestion that this device provided the interface between the pilot and the craft’s navigation and propulsion systems.
Telepathy is pervasive in UAP and NHI accounts. During abductions, communication with NHI is almost exclusively reported as telepathic in nature. Abductees also report sensing a connection to NHI, often in the form of a kind of premonition prior to abductions. They may also receive what seem to be non-local “downloads” of information during wakefulness or sleep (what the C’s seem to refer to as “consciousness abductions”).
This raises the question of whether individuals may be able to provoke the phenomenon intentionally or “summon” UFOs, using either mental or technological means. The research team at Skinwalker Ranch regularly uses the latter to attempt this, and some individuals seem to act as natural attractors of anomalies (e.g. AAWSAP/AATIP/UAPTF’s Jay Stratton). AATIP proposed an operation (OPLAN Interloper) designed to “bait” UFOs using nuclear assets. (The Soviets reportedly developed a similar technique for “summoning” UFOs.) And some contactees claim the ability to summon orbs or craft on command, such as Chris Bledsoe, Steven Greer, Ramon Watkins (aka “Prophet Yahweh”) and others.
Only a couple sessions explicitly refer to this summoning phenomenon:

Q: (GB) Can they [presumably the Cassiopaeans] manifest a sighting to us individually or as a group, of any density?
A: Now, this is an interesting question with many answers. You can manifest sightings any time. But, the question is, how?
Q: (BP) Tell us how.
A: Meditation. Grays craft over Land O’ Lakes tonight.
Q: (T) Are they coming this way?
A: Open. Why don’t you ever have someone watching over this house during sessions?
Meditation is an essential aspect of Steven Greer’s “CE-5” (close encounters of the fifth kind) protocols and other “contact modalities.” It is also apparently an essential aspect of the “psionic” aspect of U.S. crash-retrieval programs, as described by Jake Barber and colleagues. Such assets reportedly enter a deep meditative state, during which they make contact with craft and summon them to appear. Barber’s company, Skywatcher, introduced two such psionic assets in early 2025: Jordan Jozak and former Green Beret Michael Battista, the latter of whom told Alex Klokus (of Kyber Capital and the SALT Fund) that he can manifest sightings “Anytime I want.”
Barber describes the altered state as one in which intuition has been increased (e.g. through “stress inoculation” or triggering the fight-or-flight response), intellect is subdued (through dissociation, chemical or meditative), instinct is satisfied (one needs to be comfortable, not hungry, stressed, sexually aroused, cold or hot) and intellect is reintroduced at a high level. He says these abilities are strongest in children, gay and bisexual men and the left-handed, and that there are technological means of facilitating this state, e.g. using a specific ultrasound system.
Note three things about the above responses: first, the C’s merely said that it is possible to manifest sightings, not that they could or would do so, nor who would be summoned. Second, they did not endorse or oppose such a practice, which is a free-will decision. Third, and seemingly unrelated to the comment about meditation, they mentioned a craft some 20 miles away associated with Grays, which they classify as 4D-STS beings, suggesting the possibility that summoning craft and Grays may be related.
There are some accounts of CE-5 protocols leading to negative results. Georganne J. reports successfully engaging in the practice, resulting in the appearance of anomalous lights in the sky. However, this was immediately followed by a series of abductions involving both her and her family. An X user, Andrew, wrote: “when I was into meditation and contact protocols, my love and light mindset didn’t mean squat to the phenomenon for me. Nightmares, scratches, and worse.”
Abduction researcher Andy Russell wrote an article on the dangers of CE-5. A skywatching team decided to implement CE-5 protocols, with apparent success. However, in addition to summoning an anomalous light that approached them, they experienced missing time and, after they had arrived home: electrical malfunctions, items going missing, strange noises – in other words, “poltergeist” or “hitchhiker” effects typical of a window opening. One member began having nightmares and fearing sleep, which prompted them to see a hypnotherapist, uncovering a typical abduction experience in the process. Dibgy Furneaux reports similar experiences.
Q: (BP) Are we calling in physical danger by seeking to interact with these craft?
A: Knowledge protects.
Q: […] (LM) How can knowledge protect you? They can zap you and suck you up in a light beam… (J) They are doing it all the time anyway.
A: Only if ignorant.
Q: (LM) You mean if a tractor beam comes out of a ship and you know it is a tractor beam, it can’t get you? (L) You have to understand you are dealing with 4th-density beings.
This discussion is ambiguous, but familiarity with the rest of the material suggests a possible interpretation: If you don’t want to get “zapped,” don’t actively seek to interact with such craft or beings, which the sessions and the wider literature suggest are overwhelmingly 4D STS in nature. At the very least, be aware of the possible risks. (See also volume 1 on protection against abduction.)
Q: (BP) Is a reasonable motive in seeking interaction with these craft the desire to confirm the validity of what you are transmitting to us?
A: Okay. [Another noncommittal answer. Both positive and negative experiences can “confirm the validity” of such information.]
Q: […] (BP) Is it necessary through meditation, or other methods, to raise one’s frequency in order to see these craft? Are they always around?
A: Close. Not “raise,” change.
“Raising” one’s frequency usually has the implication of becoming more advanced, spiritual and loving. This answer suggests it is more a matter of a value-neutral shifting of one’s state rather than an expression of one’s level of spirituality.

The question below seems to refer to Trevor James Constable, who claimed to have the ability to summon and photograph UFO-type objects. He believed them to be biological “sky creatures.”
Q: (L) I saw a film at Roxanne’s house last month where very strange UFOs were seen, and she called them “Merkabahs.” They were like gigantic, translucent, living creatures – sort of like jellyfish – and they would appear and fade. What were these things?
A: 6th-density manifestations through realm precursor wave influence pockets.
Recall the statement in a previous section that the UFO phenomenon “does not represent any one condition, entity, source of entities, mode of transport, density level, or anything else related to these.” In the Law of One material, “Ra” ascribes UFO sightings to a number of sources, including: mass consciousness–produced “thought forms,” military technology, and “thought-form projections” (or “third-density-visible manifestations”) from 4D (both STS and STO), 5D and 6D. Incidentally, they ascribe “most” close encounters and all UFO landings, with only one exception, to 4D STS, including UFO flaps in general, which occur due to the exploitation of naturally occurring windows.
Q: (L) It seemed that the person who was filming these things could literally call them up. How was he able to do that?
A: Magnetic trine of loco-points on grid matrix interact with thought-form projections.
Q: (L) Does this mean that there is something extraordinary about the person?
A: Just from subconscious parallel transformation standpoint.
Q: (L) Is there some way we could manifest one of these critters if we wanted to?
A: Would be exceedingly difficult, as loco-matrix is not currently in your favor.
Q: (L) So, it is partly a function of location, a grid, if you will?
A: Yes.
In this case the summoning is tied to the conditions of a specific location. If summoning is possible “any time,” as in the previous session, it is likely easier at certain locations (e.g. Skinwalker Ranch) and possible that certain classes of sightings can only be summoned at certain locations.
UFO Tech and Consciousness
Drs. Smith and Walker’s connection between UFOs and ESP, and Lt. Col. Corso’s idea of a cybernetic interface between pilot and craft, suggest a deeper connection between the two phenomena. Their statements are supported by other lines of evidence. Bob Lazar’s description in his book Dreamland (2019) of the craft he inspected at S-4 includes the following:
The three seats puzzled me. I saw no kinds of restraint systems, no indications of any life-support systems (vents, for example), and as I worked my way toward another access hatch, I was astounded by the fact that I saw not a single light, switch, dial, display or anything that I associated with a vessel that traveled through space.
In other words, no obvious navigation controls, wires, buttons, handles, onboard computers or any other devices suggestive of manual control. As Tom DeLonge observed, it looked like it had been 3D-printed and theoretically may be operated by the mind of the pilot(s). In his first meeting with high-level employees at Lockheed Martin Skunk Works, they were very interested in the idea of consciousness as an explanation for how UFOs work – something they talked about for around 45 minutes. As Canadian UFO researcher Grant Cameron writes in his 2022 book Sky Pilots: “It appears that the craft is powered and directed by consciousness which needs a particular experiencer’s consciousness to operate. Not just anyone can use their consciousness to turn on the craft.”
In The Alien Abduction Files (2013), Denise Stoner describes the “biological nature” of the alien craft’s core, asking:
Does it have a soul? Is it bio-mechanical, a living computer? I had spoken with several experiencers that have memories of the craft as a living entity. One experiencer stated, “Biological material is used deep within the energy system of the craft.” Another wrote to me in a private communication, “These craft are living entities, much like a bacteria. They live, breathe, function, and create. […] The craft are generic, genetically modified structures.” […] Still another wrote, “The craft seems to have its own intelligence. It can sense its surroundings.”
In Karla Turner’s Taken, “Jane” says of an apparent encounter with a sphere UAP: “I remember the dark, gun-metal-gray globe with antennae having an intelligent awareness of me. When its attention came full on me, it took me over and there was nothing but me and it.” Another subject, “Angie,” was told by her abductor that its craft operated on “the power of the mind.”
Some abductees and contactees report piloting craft. Cameron has collected around 50 such accounts, many of which appear in Sky Pilots. He points out that prior to his investigation, only a few scattered references could be found in the literature regarding UFOs that were in some way “alive” or “conscious” and that they are operated via consciousness: e.g. George Adamski (“mental control”), Timothy Good (“consciousness interface”), Jim Sparks (“thought-activated technology”), David Adair (“advanced symbiotic technology”), Melinda Leslie (“the ship is alive”). But after speaking with contactees, he found:
These witnesses all had the experience of being on a craft associated with UFO intelligence. They became one with the ship and used their minds to move the craft around. There were no time/space restrictions on where they could go. […] [They independently told] of being on a craft that is alive […] EVERYONE says it is done with the MIND.
Additionally, 13% of respondents in the FREE study (mentioned in volume 1) reported “operating UFO craft.” Cameron also quotes Mary Rodwell, who told him: “many have said they are ‘taught’ to fly craft even as children.”
He quotes Jack Sarfatti, PhD, as claiming the following:
I know of one functional flying saucer that the Navy had. That flying saucer itself was a consciousness artificial intelligence. It’s a living solid state entity. It has a will of its own, and in control of the humans. I know the guy who ran the program for 4 years. The guy who told me this is an active, well-known officer. He is a Ph.D. in electrical engineering. He was in charge of the machine itself, and he flew the machine with his mind. The machine itself allowed him into the machine. It is pretty empty inside...these machines will only allow Lockheed engineers limited access if they feel like it.
Harald Malmgren, the former presidential advisor and ambassador mentioned in the section on UFOs and nukes, was introduced into the UFO subject as part of his official duties in 1962. Before his death in early 2025 he told the following to his daughter, Pippa:
My Dad said [the Blue Gill Triple Prime test] was the first time “we knocked a ‘tagalong’ out of the sky.” It was historic. So, he flew out to Albuquerque to be briefed by the Head of the Atomic Energy Commission, Lawrence Gise, (Jeff Bezos’s Grandfather) who apparently received materials from the crashed craft. He kept them on his desk, handed them to my Dad, and then asked him to describe how he felt. Dad said a voice began talking to him inside his head. That’s all Gise wanted to know. Dad never recalled or would not say what that voice said. Apparently, he said, some people interact with the materials, and others don’t. This led to briefings at Los Alamos and an invitation from Richard Bissell.
Magician and psychic Uri Geller relates an almost identical story. As he tells it, in 1974, astronaut Edgar Mitchell told Geller that Dr. Wernher von Braun, the head of NASA, wanted to meet with him. When Geller met him at a NASA location, von Braun presented him with two pieces of metal and asked him to touch then and describe he it made him feel. Geller responded that the metal was not of this world, which von Braun confirmed. Geller described the experience:
The material was shown to me by Wernher Von Braun 1974. At a NASA facility. It was metallic, smooth, pearl-like, with rainbow reflective “skin”. When I held it, I sensed vibrations. It felt like it was breathing… as if it was alive!
The consciousness aspect of alien tech has been brought up several times in the sessions, in various contexts.

A: Close.

Q: (A) How do they select [targets/abductees]?
A: […] it involves the atomic “signature” of the cellular structure of the individual. In concert with this is the etheric-body reading and the frequency-resonance vibration. All these are interconnected, and can be read from a distance using remote-viewing technology/methodology.
Yvonne Smith, in Chosen (2017), quotes a discussion with abductee Debbie Archer:
I get the understanding on how they can locate us. […] It’s a “touchscreen.” And he touches it and opens it up and shows me a piece of geography. And it can get smaller, you can actually see a person and bring them up. I don’t know if what I was seeing was in real time as it was happening or it was like a time delay like on Google Earth […] It reminded me of times I felt I was being watched and as I’m standing there with him, I’m remembering this incident of being watched. And realizing this is how I am being watched.

Q: (L) Can it be done in a pure mechanical way without using psychic means?
A: At another level of understanding, the two are blended into one.
Q: (T) Computerized psychic remote viewing, maybe. Like artificial intelligence. Maybe a mind connected to a computer?
A: That is close, yes.
In The Watchers (1990), Ray Fowler wrote:
A clue to [the aliens’] ability to perform such powers [i.e. telepathy, levitation, telekinesis] at will might be in a statement they made to Betty [Andreasson]. They told her that their technology has to do with the spirit. Perhaps they have learned how to artificially enhance their inherent mental powers via their technology. For example, artificial amplification of mental powers such as telekinesis and levitation might produce the equivalent of antigravity.
Alternatively, their technology may be a direct manifestation of their mental powers. Psychedelics researcher Terrence McKenna had a UFO sighting in 1971, described in his 1993 book True Hallucinations. He could only conclude that it was either a holographic image of impossible technology, “or it was the manifestation of something which in that instance chose to begin as mist and end as machine, but which could have appeared in any form, a manifestation of a humorous something’s omniscient control over the world of form and matter.”
In 2017, Robert Bigelow, whose company BAASS ran the AAWSAP program, told George Knapp: “Machinery really does exist. […] we may not even be able to, consciously, be able to operate the things […] It’s consciousness driven.” In Inside the U.S. Government’s Covert UFO Program: Initial Revelations (2023), Jim Lacatski and Colm Kelleher (of AAWSAP) write: “Everything works as if UAP were the product of a technology that integrates physical and psychic phenomena and primarily affects cultural variables in our society through the manipulation of physiological and psychological parameters in the witnesses.”
Most recently, in his 2023 book Imminent, Luis Elizondo writes: “some investigators think the pilots of these UAP possess highly evolved psychic abilities. But is there a deeper, more profound possibility? What if enhanced consciousness and physical manipulation of reality are critical components of the aircraft’s propulsion system?” Similarly, Jay Stratton: the “consciousness connection could be a key to understanding to how some of these UAP are flying, how they’re acting, how they’re controlled.”
After Stanton Friedman’s death in 2019, the Fredericton Region Museum displayed an exhibition of his papers. Included was a letter from the son of a Roswell witness, written in January 2010. The man’s father had been at Fort Worth, Texas, doing reserve training when he volunteered for a special mission on July 6, 1947, to Roswell. He described heading out to the crash site and observing some by now familiar features: “There were no discernible welds or rivets anywhere in the wreckage, and my father said it looked as if the entire ship had somehow been cast in one piece.”
My father was an accidental insider in the government’s saucer recovery program. Because he was there at the very beginning, he knew many of the other men who participated and he had access to much inside information. […] The following is a synopsis of what my father told me he was able to learn through his contacts over the years:
[…] When electrical currents were applied to the pieces of the craft themselves and the materials within it, they changed shape and exhibit strange properties.
It was determined that the frame and fuselage of the craft incorporated wiring and circuitry that was invisible to the naked eye, somehow arranged perfectly atom-by-atom within the metal.
It was determined that the craft itself and all the materials it held had somehow been “grown” as singular pieces on a molecular level crystal-by-crystal, one molecule at a time. The materials were perfectly arranged in geometric lattice patterns with molecular alignment, creating unusual alloys and amalgams with properties not found in natural materials. Our best scientists were unable to reproduce the materials or determine how they had been made. […]
The creatures were connected to the craft through a form of wireless technology and formed an integral part of the craft. The creatures and the ship functioned as a single unit. The creatures were not occupants or passengers in the craft per se , but rather they were an operational part of the ship itself. They were far more than mere pilots. […]
There was no propulsion unit within the ship. At first it was believed that the propulsion unit was destroyed in the crash, but it was later determined that propulsion was provided by the creatures themselves, as an “advanced form of telekinesis” (as my father explained it). The creatures themselves – or their minds, rather – were the propulsion and navigational units.
It was determined that the brains of the creatures served as on-board computers for the craft.
It was determined that the craft and its components functioned through a type of non-physical energy which we do not yet have access to, an energy apparently harnessed and controlled by the minds of the creatures.
It was determined that the energy that powered, controlled, and propelled the craft was a form of focused consciousness or thought-power. […]
It was determined that the craft was able to travel and maneuver faster than the speed of light. It was able to virtually dematerialize and rematerialize instantly, moving from one location to another in this manner while defying known laws of physics. It was determined that the craft could travel many light-years in an instant, by somehow traveling in a “bubble” of spacetime or “warping” or “folding” the spacetime around it and “jumping” through dimensions. It was determined that it possessed the capability to travel interdimensionally, and was believed to be able to travel forward and backward through time as well. […]
At some point, my father acquired a set of classified documents pertaining to a project with the codename RAMP. He said they came from one of his contacts in California. These documents describe the propulsion system of the recovered discs and the efforts made to duplicate it. The documents contain the details of the “advanced form of telekinesis” generated by the creatures as propulsion and how it was believed to work. My father said the information in these documents is the key to reproducing the propulsional [sic] technology of the ship.

This session dealt with devices able to be monitored by 4D (but not necessarily manufactured by 4D):
Q: (A) Well, the fact that [these devices] are monitors, I can live with this. But the fact that they are not just passive, but also are active, makes me a little bit upset. If they are active, they probably produce some kind of vibration which acts on us continuously, so to say.
A: Yes.
Q: […] (A) What kind of action is it?
A: Psychic. […]
Q: […] (T) Where do they download from?
A: Ship.
Q: (BT) They said it was 4th density, didn’t they? (T) Spaceship?
A: Yes.
Q: (A) Can these little things send information directly to a spaceship? […]
A: Yes.
In the above session, four possible options were brought up as ways to counter such devices’ active measures: copper mesh, radar-absorbent material, silk and a frequency-cancelling device operating in the audible range.

Q: (LA) I was thinking about the Space Camp thing. Did anything happen to the kids there?
A: Such programs are precursors to deeper black projects. Avoid at all costs. […]
Q: (S) My son J. went to space camp. (SB to LA) I went to a camp too. Did you go to a camp? (LA) NASA puts on a Space Camp for the kids. I went as a chaperone. (SB) The one I went to was sponsored by the state of Georgia but it was called Exploration Camp and the second year I don’t remember anything.
A: Read Dolan and use your imagination to perceive just how such programs can be utilized. […]
Q: (L) So that’s how they select out, maybe program, get them set up, have all kinds of groups ready and set up to be prepared to utilize at any point and time.
One of the “psionic assets” in the first Skywatcher video, Jordan Jozak, claimed in a Substack post written while he was still anonymous that he was unwittingly recruited as a youth via the GATE (Gifted and Talented Education) program and that the tests and tasks they put him through included the use of hypnosis, drugs and child-grooming tactics. Others have also claimed that GATE was used by the government to recruit youths with psi abilities. Additionally, several X users have claimed personal experiences connecting GATE and NASA:

I was in a program called ELP (Extended Learning Program) in the 70’s. Basically, it was a early version of GATE. Got to do some cool stuff, like take seminars at NASA and scuba classes. Noting strange happened, well as least that I remember, but I remember the initial test I took in 3rd grade. Strange tests from people who were not from our school. (@NBNNatureboy, Jan. 3, 2025)

Incidentally, Werhner von Braun (mentioned above in regard to Uri Geller and UFO materials) developed the idea for Space Camp, along with Edward O. Buckbee.
Many adults who were part of the GATE program as children comment on the odd fact that they remember very little of what they actually did in it. Some remember being tested for psi abilities using Zener cards, but not much else. @StellarFox16 recalls “having to recall dreams, draw clouds, and dim lighting in the classroom. […] There were hearing tests, IQ tests, memory tests and situational tests.” @TrinityHall777 shared a photo of her in fourth grade at an FBI building with the caption: “Anyone else in 4th grade go to the FBI headquarters field trip for a pizza party, lab activities, assemble assault weapons, and then visit NASA the next day, or was it just me?”
The Dolan reference is probably to the section of volume 1 of UFOs and the National Security State covering mind-control programs such as MKUltra. For example, he writes:
In 1968, George Estabrooks, another spook scientist, spoke indiscreetly to a reporter for the Providence Evening Bulletin. The key to creating an effective spy or assassin, said Estabrooks, rests in creating a multiple personality with the aid of hypnosis, a procedure which he described as “child’s play.” […] By early 1969, teams within CIA were running a number of bizarre experiments in mind control, under the name Operation Often. In addition to the normal assortment of chemists, biologists, and conventional scientists, the operation employed psychics and experts in demonology.
Jozak, like the others mentioned above, initially remembered little of his time in the program: “I made it about 15 years before memories flooded back that were previously hidden behind amnesiac barriers that were installed under hypnosis, and the initial flooding led to a suicide attempt.” Jozak had been selected for inclusion in a special program. After four years of work in his regular public school, he was moved to a “nondescript facility” with around 40 students, serving “Behavioral and Neurodivergent Children.” He claims that the school participated in DoD-funded research managed by the defense contractor Odyssey Systems: “I interfaced with mainly civilian personnel, but oversight of the Program appeared to be in at least some capacity driven out of Fort Detrick, Maryland.” He believes the purpose of GATE was to identify “children with unique ‘psychic’ traits.”
The scariest and most traumatic part of my recent memory recall was […] the amount of programming and manipulation that went on under hypnosis to install dissociative walls so this information [would never be] recalled by the brain. It felt like I spent […] 60% of my time undergoing constant manipulation and programming to ensure that I “never spoke” [e.g. to his parents].

Journalist Ross Coulthart has been investigating this program, was was allegedly used to recruit children, often from within Air Force families. So far, he has written:
I suspect the GATE program (Gifted and Talented Education) was and probably still is used illegally by the US military and certain private companies to find kids with psionic abilities. What I am hearing is shocking. It makes MK-Ultra and Sidney Gottlieb’s crimes with LSD and other drugs look like child’s play.

Air Force veteran Shane Frakes shares a similar story:
From a young age, I was immersed in a secretive world where the government took a deep interest in my psionic abilities. […] My abilities were not treated as gifts, but as resources to be exploited, shaped, and harnessed for purposes that I could scarcely understand at the time. […] My experiences left me with fragmented memories, a legacy of trauma, and a deep understanding of the unseen forces at work in our world.
Jozak and Frakes (according to Jesse Michels) both describe a scenario similar to those related by Malmgren and Geller. At some point Jozak was presented with “a crystalized sphere that seemed more alive rather than an inanimate object”:
After someone removed the blanket, I was asked to look at the object and discuss what I was experiencing in almost a casual fashion, like “what I thought about it?”. I was instructed that I didn’t need to do anything, and that “it chooses who it likes and who it doesn’t”.

Q: (T.C.) Does this [genetic modification of children in utero to produce telepathic abilities] have anything to do with what we were talking about in terms of communicating with Grays? Or when we were talking about the AI program and that they used people with telepathic abilities to mentally block when they were dealing with aliens [these will be covered in a future series]. Are these kids being made like this for that kind of purpose, or...?
A: Can be.
The above question refers to the autistic non-speakers featured in the Telepathy Tapes podcast. Notably, in an interview with Jesse Michels, Whitley Strieber describes human-alien hybrids as genetically “engineered” and “fluently telepathic,” “but they are also unvoiced and they are extremely autistic.” In the same interview he reveals that at the age of seven he and his best friend were recruited by Air Force personnel into an “accelerated learning” program for children with very high IQs. The men told their respective parents that the program utilized a Skinner box (an operant conditioning chamber), prompting his friend’s parents to reject the offer. Strieber’s parents accepted, however, and he started the program in August 1952. All Strieber remembers is being trapped in a dark place with horrible noise like humans screaming in agony. By October his immune system was severely compromised, after which he was hospitalized, beginning regular school again in January 1953. Shortly after this, he began experiencing his first “alien” encounters.
On July 19, 2000, astronaut Gordon Cooper appeared on Coast to Coast AM, where he “confirmed the existence of a mind control program administered by NASA in the 1950’s and 1960’s involving gifted American school children”:
“The space kids were children with exceptional mental abilities [Star Kids] run through a kind of MK [ULTRA] program, like the things that are coming out now.” He went on to describe how NASA’s mind-control program, which emphasized cultivation of the children’s psychic abilities, involved such things as telepathy, remote viewing, and out-of-body-experiences (OBE’s).
Cooper’s remarks generally support the claims of a growing cadre of Americans, now in their thirties, forties, and fifties, who are recovering memories of unusual classes that they were enrolled in as children during the advent of the Space Age. These “study groups” included speed reading lessons that enabled students to comprehend entire passages of English prose at a single glance, the use of learning machines to teach them vast amounts of information, advanced memory training, card games and situational exercises involving clairvoyance, and seminars in the guided imagination that forms the basis of “remote viewing.”
It is believed that NASA’s mind control program was directed at preparing children who would later be able to communicate with the non-human intelligent species that humanity might encounter in space. This thesis is supported by the fact that one experiencer remembers being tutored in a hieroglyphic alphabet that author Fritz Springmeier has identified as a set of “intergalactic symbols” developed by NASA for the purpose of communicating with extraterrestrial civilizations.
The accounts of some individuals suggest that in some cases, the children involved were given drugs to enhance memory and learning, and were physically spun on table top-like devices to induce the altered state of consciousness associated with OBE’s.
The program allegedly recruited from within military families (Strieber’s father was a lieutenant in the Army and the family lived near a military base). The Scott Andrews story will most likely also be relevant, once it is published by Simon & Schuster. A press release for the upcoming book summarizes what little is currently known about the story:
Andrews is a former senior U.S soldier and decorated intelligence officer who conducted global counterterrorism operations on behalf of the United States during a 36-year military career. Shortly after returning from an overseas mission, he began to suffer from rare, life-threatening ailments that defied medical explanation. Rather than succumbing, he instead began to experience special, inexplicable abilities such as remote viewing, and his body began to heal, baffling doctors.
As he sought more information about his health, Andrews came across a file compiled for him by his late father. It contained records from a past he did not remember, including documents indicating he was removed from school for weeks every year, from the first through 12th grades. The records also contained a shocker, that he received an honorable discharge from the U.S Air Force and worked in space intelligence communications as a minor. Andrews maintains he has no memory of having served in the U.S Air Force.
Assuming Skywatcher’s allegations about the use psionic assets to summon and remotely pilot NHI craft are true, then at some point these programs must have shifted from early MKUltra-type operations (followed by remote viewing in the 1970s, 80s and 90s) to a more advanced methodology. This progression is supported by the claims of ex–U.S. Air Force Staff Sergeant Dan Sherman (already mentioned in volume 1). Sherman was an electronic intelligence (ELINT) specialist. In 1992 he was recruited into an “above black” special access program named Project Preserve Destiny.
During his initial interview for this program, he was told that his mother had been “visited” by “what the world commonly refers to as aliens” in 1960 and again in 1963 – while she was pregnant with Dan – giving him “an interesting ability through what we call genetic management.” The purpose of this genetic engineering was to “cultivate human offspring so that they would have the ability to communicate with the greys.” This genetic program allegedly lasted for five years, concluding in 1968.
The products of this program – called “intuitive communicators” – were subsequently recruited starting at the age of 25, thus suggesting that their use commenced around the year 1988. Sherman himself underwent training to unlock these abilities in 1992, after which he claimed to have communicated telepathically with two specific NHIs as part of his classified work, receiving coded messages, usually strings of numbers that seemed like coordinates. He later learned that he could communicate directly with these sources on a deeper level, engaging in full conversations. However, when Sherman began receiving what seemed to be reports about specific abductions on U.S. soil, he was disturbed enough to quit the program, engineering his own discharge from the military after being told he would not be able to leave the program.
According to Sherman, “above black” programs are the most secretive of all government programs, hidden behind and within waived unacknowledged special access programs. Elected officials like the Gang of Eight (the collection of senators and congressmen with access to the nation’s top secrets) are only read into the cover stories, not the actual alien programs they hide. Sherman went public in 1997, and since then, other military and intelligence insiders have reiterated his claims about the secrecy levels of “alien” programs and their illegal withholding from the legislative branch.
